How the order is decided

  1. 01

    UK QS sectors set the demands

    Housing, commercial, infrastructure, health, fit-out and civils, plus the public-sector frameworks that govern them. What these sectors must evidence decides what the record must hold.

  2. 02

    Standards set the rules

    RICS NRM2 for measurement, NEC4 and JCT for contract mechanics, BCIS for cost data, UK GDPR for custody. The record is only defensible if it speaks these standards natively.

  3. 03

    Practitioner interviews rank the pains

    Structured discovery interviews with working surveyors decide the order of the roadmap. Change control came first because they said it hurts most, not because it demoed well.

  4. 04

    Build the top of the list, whole

    Each stage ships as a complete working capability, live-tested in a real browser as the surveyors who asked for it, before the next stage starts.

  5. 05

    Harden and feed back

    Persona fleets across sectors, roles and devices attack every release. Their findings are fixed immediately and folded into the next interview cycle, which re-ranks the list.

Discovery and directive

Structured interviews with practising UK surveyors set the direction before any feature was built, and they still gate every stage below.

  • Discovery interviews with working surveyors across commercial and residential practice.
  • The findings were unambiguous: Excel dominates, change tracking breaks down, and finding approvals during disputes burns days.
  • Directive fixed: one live commercial record, change control first, AI assists while humans author, work with Excel rather than against it.
  • Interviewing never stopped: every hardening round is run as QS personas across sectors, roles and seniorities, and their findings set the next stage.

Standards alignment

The record follows the UK QS system: RICS measurement rules, UK contract families, UK cost data and UK data protection.

  • RICS NRM2 structure throughout: all element groups, subsections and measured-works conventions.
  • Measurement basis governance (July 2026): every project stamped with the NRM2 reference it is measured against, declared on exported bill documents, with audited record and re-base tooling for projects from before tracking or on a different reference, plus unit-vs-section validation with scoped, audited justifications.
  • NRM2 starter templates (July 2026): curated elemental-group and work-section skeletons per common project type, applied to an empty bill in one audited step with zero invented quantities or prices.
  • Saved Assemblies (July 2026): a captured subsection becomes a reusable, cross-project assembly; every inserted copy takes new record ids and keeps a provenance reference to the assembly and its source project, surviving edits and the canvas round trip. Organisation-wide sharing is admin-governed: insert for every bill editor, manage/share for settings-manage roles only, fail-closed in the stores.
  • NEC4 ECC and JCT contract families per project, including the clause 61-66 compensation event clocks with countdown and deemed-acceptance handling.
  • BCIS and ONS cost-index working under your own licence in the indexation workbench: penny-safe rebasing between periods, with a whole column of the official ONS COPI dataset brought in by paste (previewed, never invented).
  • UK GDPR posture: local-first records, consent-gated analytics, export and erase on demand.
  • UK public-sector direction tracked as sector input: the Construction Playbook, the Procurement Act 2023 and the Building Safety Act golden thread shape what the record must evidence.

Foundation: the BoQ core

The baseline commercial record: an NRM2-native Bill of Quantities workspace that everything later stages operate against.

  • NRM2 Bill of Quantities builder with live measured-works, preliminaries and contingency totals.
  • Node-based canvas editor: drag-and-drop sections, connection validation, undo and redo, command palette, auto-layout.
  • Canvas workspace refinement (July 2026): eraser and highlighter drawing tools, a smarter camera that keeps new work in view, themed dropdowns throughout, a single honest save status, a direct action to move a local sandbox draft into a project (with provenance, never overwriting existing work), and a dedicated full-screen bill overview.
  • Canvas library and inspector (July 2026): all 41 NRM2 work sections insertable from the same dataset the NRM2 Reference uses, an insert drawer that also reaches the Rate Library, project drawings and practice templates, and a collapsible Properties and Totals inspector with one scroll region and a pinned Grand Total.
  • Complete insert drawer (August 2026): the drawer now covers every library the canvas can insert from. Saved assemblies insert their measured lines into a chosen work section as one undoable step, carrying commercial type and a link back to the source package; Project History brings a single section back from an earlier bill version without rolling the canvas back; and the governed RICS knowledge library is searchable and citable from the canvas, reference only, never writing bill wording.
  • Rate benchmarking (August 2026): any rate in the canvas can be compared against the comparable rates already in your own library, showing where it sits and how wide the spread is. It refuses to compare across units, refuses to report a median it does not have the data for, and states the qualifications (mixed sources, price dates years apart or years old, rates past review, the tender adjustment applied) alongside the figures rather than behind them.
  • Takeoff to bill (August 2026): a measured area, length or count on a drawing can become the quantity of a bill line directly, carrying a record of which measurement, drawing, page and revision it came from, so the two records can be checked against each other rather than drifting apart. It refuses an unscaled page, a unit that does not match the item, and a shape measuring zero, and it asks before taking a figure from a superseded revision or replacing a quantity the line already carries. Documents can also be linked as evidence for a bill line from the same panel.
  • Bill structures (August 2026): practice templates cover a section, a package, a starter bill and a frame. A frame is a structure with no quantities or rates, which is the safe way to start a new job from a standard, because a priced starter bill inserted into a new job looks exactly like a bill somebody measured. Three suggested frames ship with the product, labelled as suggestions rather than as a standard, and the current canvas can be saved as any of the kinds. However many sections are inserted, it is one confirmation and one undo.
  • Per-account device storage (August 2026): browser-stored work is now kept per signed-in account rather than per browser, so a shared workstation no longer hands one surveyor the previous one’s projects, bills, rates, documents and drafts. The handover is non-destructive in both directions: the outgoing account’s work is set aside under their own name and the incoming account’s is restored, so nothing is ever deleted and either person gets their work back by signing in. Cloud sync remains the durable answer and is still pending.

The sharpest pain from discovery, shipped whole: a dispute-grade variations register on top of the BoQ baseline.

Document ingestion

Get contracts, drawings, budgets, emails and minutes into the record so approvals stop living in inboxes.

  • Shipped: a local-first document vault with evidence linking from variations and approvals.
  • Shipped: durable cloud document storage (upload, list, download, delete), pooled quota-enforced and isolated per organisation, in the Storage page, with a live upload progress bar plus cancel and retry.
  • Shipped backend: supported project files are extracted from cloud storage into quarantined evidence, then require project-manager review before citation search can retrieve them.
  • In build: expose extraction and review status in the document workspace, including controlled conversion for legacy files and an OCR review path.
  • Shipped: takeoff revision control - measurements and pushed bill quantities record the drawing revision they came from, and a revised drawing raises re-measure warnings on the register, in the viewer and on the bill line, with the provenance in the audit trail.

The governed citation library is now user-facing. Model-assisted answers over the commercial record remain controlled work in progress.

  • Shipped surface: staff can search the governed RICS/QS library and inspect bounded excerpts with stable document, section and page citations.
  • Cited sources on records (July 2026): a library excerpt attaches to a variation, early warning, cost report or canvas note as a frozen, checkable citation snapshot, swept when its variation or early warning is deleted, when a canvas save no longer contains its note, or when its project is purged.
  • Shipped control: every passage is labelled as untrusted evidence, role-gated, rate-limited and audit-recorded.
  • Shipped backend: approved project evidence is searchable only through persistent project access; the current UI deliberately searches the global governed corpus only.
  • Shipped: deterministic cross-record commercial search on the Audit Trail: one query answers who approved a variation (actor, date, evidence), every instruction affecting a scope, which drawing revision a quantity was measured from, what changed between two issued reports (penny-exact deltas from the frozen figures) and which variations have no evidence on file.
  • Next: a user-facing model-assisted answer that can cite only retrieved passages and cannot be issued without human approval.
  • Chronological timeline view for a topic, exportable as a dispute-evidence pack.
  • AI description suggestions in the BoQ builder under the same rule: AI assists, the surveyor authors.
